On Monday, 28 September, Chief Minister C Joseph Vijay arrived in Madurai by a special flight and inaugurated the “Thaai Maaman Thanga Mothiram Thittam” at Government Rajaji Hospital. He presented a 22-carat, one-gram gold ring to each of 25 infants, then visited the maternity ward, the renovated Gandhi Memorial Museum and the Meenakshi Sundareshwar Temple. Security involved more than 2,000 police personnel across five tiers.
Scheme Details and Eligibility
The program provides a single-gram, 22-carat (916-hallmark) gold ring to every child born in a Tamil Nadu government hospital or primary health centre on or after 22 June 2026. The mother must be a permanent resident, have registered the pregnancy in the PICME system, and possess a valid RCH ID. Beneficiaries must present an e-KYC-verified Aadhaar card with one of six residence documents. Rings are supplied in tamper-proof packaging with a unique serial number.
Financial and Logistical Plan
The state has earmarked an annual outlay of INR755.83 crore. For the initial phase, 1.28 lakh rings have been procured through the Tamil Nadu Medical Services Corporation, with work orders to Joyalukkas and Kalyan Jewellers. Distribution will occur via 107 hubs, each capable of serving up to 100 babies per day. To clear the backlog of births between 22 June 2026 and the launch date, distribution through the hubs will run from 28 September to 27 September 2026; thereafter newborns will receive the ring at hospital discharge. Government projections estimate roughly 4.41 lakh rings annually.
Background and Political Context
The initiative fulfills a pre-poll promise announced on 7 March 2026 and reiterated ahead of the 23 April 2026 assembly election, drawing on the Tamil tradition of “Thaimaaman Seer,” where a maternal uncle presents gifts to a newborn. The launch was postponed from 15 September 2026 due to the CM’s overseas trip.

Criticism & Opposition
Opposition parties warned that using the Tamil Nadu Medical Services Corporation to procure gold rings could divert resources from essential medical supplies. The TVK party said a legal opinion has been obtained and the scheme will be executed properly. Some doctors suggested that storing rings in hospital lockers might disrupt operations and recommended distribution through banks.
