Historical Context

The Terrorism Act 2000 replaced previous anti-terror laws and created Section 44 stop-and-search powers, which the European Court of Human Rights ruled incompatible in 2010 and largely repealed in 2011. By 2007 the Home Office recorded about 1,100 arrests under the act, and police again used it to detain Robert Del Naja at the 2024 Labour Party conference while unveiling an £88 million Gaza aid package.
