In 2003 the WRU replaced nine clubs with four regions – Scarlets, Ospreys, Cardiff Rugby and Dragons – after the Celtic Warriors folded. Financial strain prompted Project Reset in 2018 and a Professional Rugby Board that, by early 2019, urged a Scarlets-Ospreys merger. The 2024 plan to cut one franchise revives those talks and risks repeating the debt crises that followed the 2003 overhaul.
