Earlier Inspection of Medica Raphael
The current action builds on a prior surprise inspection at the Medica Raphael branch in July. That earlier review identified serious deficiencies, prompting the ministry to suspend operating-room activity at that facility. Operations at Medica Raphael were later allowed to resume only after the network corrected the problems and provided an explicit commitment to comply with licensing requirements.
Ministry’s Findings and Planned Actions
Inspectors reported that medical procedures and treatments had been performed in direct violation of practitioners’ professional authority and mandatory legal requirements. The Health Ministry indicated it is considering individual disciplinary measures against officials and medical personnel who exceeded their authority. It also signaled the possibility of taking action against those who performed procedures outside the scope of their professional qualifications.

All senior officials of the Medica network will appear before the ministry for a hearing to address the identified deficiencies. The ministry’s ongoing review will determine whether further sanctions, including potential revocation of licenses, will be imposed.
