Delhi Unveils Comprehensive Winter Action Plan 2026-27

Core Measures Announced
The Delhi government, together with the Union Ministry of Environment, Forest and Climate Change, announced restrictions effective Nov 1, 2026 – Feb 28, 2027. The plan targets five major pollution sources:
- Vehicle curbs – all petrol- and diesel-powered vehicles registered outside the National Capital Region that do not meet Bharat Stage VI (BS-VI) standards will be barred from entering Delhi. CNG and electric vehicles are exempt.
- “No PUCC, No Fuel” enforcement – from Oct 1 all 500 fuel stations equipped with automatic number-plate-recognition (ANPR) cameras will deny fuel to vehicles lacking a valid Pollution Under Control Certificate (PUCC) or that have exceeded their prescribed lifespan.
- Work-from-home (WFH) mandate – government and private offices must operate with no more than 50 % of staff on-site; the remainder will work from home for the November-February period.
- Staggered office hours – Municipal Corporation of Delhi (MCD) offices will run 8:30 a.m.–5:00 p.m.; Delhi government offices will run 10:00 a.m.–6:30 p.m.
- Parking fee increase – charges at authorised parking sites will be doubled, except at facilities owned by the Delhi Metro Rail Corporation (DMRC).
- Construction restrictions – dust-generating demolition and outdoor civil works are prohibited from Nov 1, 2026 – Jan 31, 2027; a complete ban on all construction and demolition, except urgent government or emergency works, will apply from Dec 10, 2026 – Jan 20, 2027.
Background & Context
The measures were formalised at a high-level meeting on Sept 28, 2026 chaired by Union Environment Minister Bhupendra Yadav, with Delhi Chief Minister Rekha Gupta, Environment Minister Manjinder Singh Sirsa, and senior CAQM officials. The meeting shifted focus from reactive Graded Response Action Plan (GRAP) triggers to a proactive, season-long framework. Similar curbs were used in 2024-25, but the current plan expands scope and duration.

Official Statements & Responses
Union Environment Minister Bhupendra Yadav highlighted the plan’s whole-of-government, whole-of-society approach, noting that coordinated enforcement and citizen engagement are essential for sustained air-quality improvement. Environment Minister Manjinder Singh Sirsa said the intensified “No PUCC, No Fuel” policy will curb fuel-sale violations and that construction bans are designed to eliminate dust-related emissions during the peak winter period. Chief Minister Rekha Gupta urged residents to act as “Clean-Air Partners” by using public transport, car-pooling, and avoiding waste burning.
