Historical Context

In October 1997 Hurricane Pauline slammed Oaxaca and Guerrero, killing at least 230 people and causing $447.8 million damage, prompting President Ernesto Zedillo to order a civil-defense overhaul that created federal-state coordination protocols. Those protocols guided the 2024 response to Hurricane Polo, when Sonora evacuated 543 residents, the Mexican Navy delivered 2,000 food baskets and FEMA declared an emergency.
