History

Historical Context

In 1954 the Eisenhower administration launched Operation Wetback, an INS-led sweep that processed roughly one million Mexican workers amid the Bracero Program’s labor shortage. The campaign’s abrupt deportations destabilized farms, a pattern echoed today as ICE raids in West Virginia, Kansas and Texas prompt Senator Jim Justice and growers to seek a pause. The legacy shows enforcement can threaten agricultural labor supplies.
