History

Historical Context

The United Kingdom’s Animal Welfare Act 2006, enacted in 2006, established criminal liability for neglect and set maximum sentences for cruelty. Within its first year, the Home Office recorded over 5,000 prosecutions, and the RSPCA secured 1,200 convictions, demonstrating the law’s enforcement vigor. Today, Barnsley police seized 84 dogs from David Parkes’s home, and a Barnsley court sentenced him and his family under the same statutory framework. The precedent ensures harsher penalties for mass neglect, prompting breeders nationwide to improve standards and prompting RSPCA vigilance in future investigations.
