History

Historical Context

In the early 1990s California adopted tough-on-crime legislation, amid a prison boom that saw the inmate count rise from about 25,000 in 1980 to over 170,000 by 2007. The surge has kept the state’s statewide correctional budget expanding and shapes the current prosecution of the Dublin Sports Grounds shooting case.
