History

Historical Context

In 1994 Governor Pete Wilson signed the “Three Strikes and You’re Out” law, imposing life without parole for repeat violent felons. The law came as prisons grew from 25,000 in 1980 to over 170,000 by 2007, with about 2,100 three-strike inmates by 2000, and prosecutors now use it in the Dublin Sports Grounds murder case against Shouyong Zhang and Shili Chen, underscoring its lasting impact.
