Bukabuza highlighted two procedural advances tested in the exercise. First, citizens now receive an initial alert before the siren sounds, giving them a head start. Second, the command refined the use of secure spaces and rapid munitions-recovery methods to limit secondary damage from Iranian cluster munitions and large ballistic missiles. The drill also rehearsed joint actions among the Home Front Command, the police, fire services, Magen David Adom and the national emergency agency RAHEL, establishing clear operational guidelines for chemical-facility strikes and other emergencies.
