Historical Context

On November 7 2000 California voters approved Proposition 39, changing the super-majority threshold for local school bond approvals and passing with 5.4 million yes votes (?53.4 %). The measure, backed by donors Ann and John Doerr and opposed by the Howard Jarvis Taxpayers Association, built on the Progressive-Era initiative system created by Proposition 7 in 1911, and its legacy fuels current partisan debates ahead of the 2026 gubernatorial race.
