History

Historical Context

In 1995 the abduction and murder of activist Jaswant Singh Khalra exposed Punjab Police’s extrajudicial killings, later leading to life sentences for six officers. The earlier crackdown under Director-General K.P.S. Gill (1988-1990, 1991-1995) and the 2006 Santosh Singh trial, where a senior IPS son was convicted, illustrate longstanding police accountability gaps. These precedents shape today’s push for stricter caretaker vetting in civil services.
