Export Suspension Raises Fuel Tightness

On Oct 1, sources briefed to Reuters reported that Chinese refiners were set to suspend exports of gasoline, diesel and jet fuel to regions beyond Hong Kong and Macau until further notice. State-owned PetroChina cancelled a handful of October shipments of gasoline and jet fuel, while privately controlled Zhejiang Petrochemical Corp (ZPC) scheduled no product deliveries for the holiday week.

Market Context and Price Moves

The export suspension arrives as global oil markets remain strained by the U.S.–Iran war and Russia’s invasion of Ukraine. CNBC noted that Brent crude for December delivery traded 2.2 % higher at $100.15 per barrel, after briefly falling 1 %, while U.S. West Texas Intermediate for November rose 1.5 % to $91.74 per barrel. Reuters added that Asian diesel refining margins climbed to roughly $75 a barrel, reaching a two-week peak on concerns of tighter supplies.

Shipping Congestion in the Gulf of Hormuz

Bloomberg reported that tanker traffic just outside the Strait of Hormuz has become congested, pushing supertanker daily hire rates above $1 million. Vessel-to-vessel (STS) transfers are now occurring farther east in India’s Gulf of Kutch, with at least two VLCCs completing transfers and two more in progress. Vortexa’s lead China oil market analyst, Emma Li, said the time required for a full-laden VLCC to complete an STS transfer has lengthened to five or six days, creating the primary source of shipping delays in the region.

PetroChina and ZPC did not comment to Reuters during the holiday break. Chinese officials, cited by Reuters, emphasized that export limits are tied to domestic inventory levels and will be reassessed after the holiday ends on Oct 7.
