Historical Context

Congress enacted the Illegal Immigration Reform and Immigrant Responsibility Act in 1996, signed by President Bill Clinton and effective April 1 1997. The statute broadened removal, created the 287(g) partnership and required the Attorney General to add at least 1,000 border agents each year from 1997-2001, while authorizing new fencing.
