History

Historical Context

The 2001 September 11 attacks, orchestrated by al-Qaeda, prompted the United States to enact the Patriot Act, expanding counter-terrorism powers. The Department of Justice secured a $5 billion terrorism-victim compensation fund in 2004, while the FBI opened 1,200 counter-extremism cases that year. Similarly, in 2022 federal prosecutors in Connecticut convicted Ahmad Khalil Elshazly for operating a pro-ISIS Discord server and paying $500 for a smuggling attempt. The legacy of post-9/11 legal frameworks now drives harsher sentencing, reinforcing nationwide surveillance and deterring online extremist recruitment.
