Historical Context

In 1983 the Reagan administration submitted the draft Defense Resources Act, a contingency plan that accompanied the annual National Defense Authorization Act, a budgeting process first established in 1961. The proposal’s emphasis on large defense spending set a precedent that President Trump echoed in his 2024 budget request, prompting renewed congressional debate over fiscal limits and emergency authority.
