History

Historical Context

In 1995, Mayor Rudy Giuliani signed the New York City Hate Crimes Prevention Act, mandating a $5 million grant to curb rising antisemitic assaults after the Crown Heights riots. The City Council allocated $2 million to the Anti-Defamation League for security upgrades, while the Department of Education launched Holocaust curricula reaching 150,000 students. Today’s 2026 municipal strategy mirrors Giuliani’s approach by earmarking over $30 million for synagogue security and education, yet it omits a formal definition of antisemitism, echoing past criticisms. The precedent suggests that without clear definitions, funding alone may fail to curb hate, prompting future city officials to consider legislative refinements.
