Summary

Senate Rejects Resolution

Iranian officials sent an open letter to U.S. voters ahead of the November midterms.
An AP-KFF poll found 42% of rural voters consider the Iran war extremely important for candidates.
The Senate rejected a War Powers resolution 49-50 on September 24, with four Republicans joining Democrats.
President Donald Trump told the UN on September 22 he expects a deal with Iran after the midterms.

History

Historical Context

The 1973 War Powers Resolution, enacted after the Vietnam War, mandated congressional approval for sustained U.S. military actions. Senate debates recorded 92 votes, passing the resolution 68-45, while President Nixon’s administration had deployed over 500,000 troops overseas. Similarly, in 2024 the Senate narrowly rejected a new war-powers measure 49-50 as the Trump administration dispatched the USS Theodore Roosevelt and USS Makin Island amid the Iran conflict. The recurring legislative deadlock underscores enduring tension between executive military initiatives and electoral politics, foreshadowing prolonged deployments through 2027.
