On the morning of the Oct 7 assault, UN Secretary-General António Guterres condemned the attacks and called for civilian protection under international humanitarian law. He later announced that on October 11 he would call for the immediate release of all Israeli hostages held in Gaza, and on October 15 he would press Hamas to free the captives without conditions while urging Israel to allow humanitarian access to Gaza. By October 25, the Security Council had been unable to approve any resolution drafts because of vetoes and lack of consensus. The General Assembly was slated to address the issue on October 27, adopting a resolution that called for a humanitarian truce and the unconditional release of civilians, though it stopped short of explicitly condemning Hamas.

Investigation into Sexual Violence

UN Women’s executive director Sima Bahous denounced the Oct 7 attacks and reported emerging claims of sexual violence, but no concrete measures followed. UN Special Representative on Sexual Violence in Conflict Pramila Patten visited Israel from January 29 to February 14 2024, conducting 34 confidential interviews, reviewing thousands of photographs and hours of video, and inspecting four attack sites and a morgue. On December 8 2023, Patten publicly expressed “grave concern” about reports of sexual violence against both women and men held by Hamas and called for independent investigations. Her March-year report concluded there was “clear and convincing information” that some hostages taken to Gaza had suffered sexual violence and that such abuse might still be occurring, but she noted that a full-scale investigation was still lacking.

Resolution 2712, scheduled for adoption on November 15, was drafted to demand urgent humanitarian pauses, civilian protection, and the unconditional release of all hostages, especially children.
