History

Historical Context

In March 1999 NATO launched Operation Allied Force, a 78-day air campaign against Yugoslavia that flew 26,095 sorties and struck bridges, power plants and civilian infrastructure. The raid, carried out without UN Security Council approval, provoked Russian condemnation as illegal. Today Ukraine’s use of FP-7 missiles and Russian drone incursions into neighboring airspace echo that 1999 precedent of cross-border attacks on civilians.
