History

Historical Context

Transport for NSW’s 40 km/h limits in High Pedestrian Activity Areas have produced almost double the reduction in casualty crashes since 2003. The 2025 ‘Towards zero trauma’ Connecting NSW Strategy and 2026 Road Safety Action Plan align with National Road Safety Strategy 2021-30. Legacy penalties from 1990-93 Black Spot Program, revived in 1996, shape police response to Newcastle Link Road crash that injured ten Knights supporters.
