History

Historical Context

The 16 December 2012 gang-rape of Jyoti Singh in Delhi—known as the Nirbhaya case—triggered mass protests, a Justice Verma Committee that received over 80,000 suggestions, and the Criminal Law (Amendment) Act 2013 imposing a 20-year minimum sentence and six fast-track courts. That reform drive frames today’s Guwahati Locals Café assault, where authorities again confront calls for stricter venue licensing and women’s safety enforcement.
