History

Historical Context

The 1999 Macpherson Report, ordered by Home Secretary Jack Straw after Stephen Lawrence’s 1993 murder, declared the Metropolitan Police institutionally racist and issued 70 reform recommendations. It noted that earlier 1981 Scarman recommendations had been ignored and that the inquiry examined over 100,000 pages of evidence. Today’s Braybrook Street shooting revives those reforms, prompting detectives to rely on public tips and stricter evidence-handling protocols.
