Historical Context

The Public Order Act 1986, drafted after riots in Southall (1979) and the 1984-85 miners’ strike, gave police powers to curb face-covering protests. The 2021 Police, Crime, Sentencing and Courts Bill and the 2022 Act expanded those powers, but a May 2025 Court of Appeal ruling limited the new “serious disruption” definition. On 3 Oct 2026 Kent Police used public-order powers to ban masks from a 100-person rally.
