History

Historical Context

Brazil’s return to direct presidential voting in 1989, when Fernando Collor defeated former president José Sarney, marked the end of two decades of military-appointed leaders. The 1989 ballot recorded 35 million participants, a 55 percent turnout, and prompted the newly created Tribunal Superior Eleitoral to certify results nationwide. Today’s contest between Luiz Inácio Lula da Silva and Senator Flávio Bolsonaro echoes that 1989 democratic milestone, as both candidates vie for Brazil’s 159 million electorate amid fears of authoritarian regression. The 1989 experience shows that robust electoral institutions and high voter engagement can safeguard democracy, suggesting Brazil’s current institutions must remain vigilant to preserve its democratic trajectory.
