Texts retrieved from Zhang’s iCloud account include references to “videorecording” the target and providing license-plate numbers. The affidavit notes that Zhang was introduced to a Chinese government official in June 2025 by a classmate from Beijing’s University of International Relations, an institution described as having close ties to the Ministry of State Security.
