About 18,000 U.S. Marines, the bulk of Japan’s American force, are stationed on the island.

History

Historical Context

In 1995, the rape of a 12-year-old Okinawan girl by three U.S. Marines sparked outrage and forced Japan to renegotiate base agreements. Ryutaro Hashimoto, Governor Masahide Ota, and U.S. Ambassador Thomas Pickering held a summit that attracted 5,000 Naha protesters and secured a $1.2 billion settlement. Today's murder of Anna Yagi by Marine Devin Jacob Ballard mirrors the 1995 case, reviving calls for U.S. base cuts and accountability. The 1995 legacy shows pressure can Tokyo and Washington to adjust force posture, suggesting the current case may hasten Futenma’s relocation to Henoko.
