History

Historical Context

The Smoot-Hawley Tariff Act, enacted in June 1930, sharply raised U.S. import duties and deepened the ensuing Great Depression. The United States Congress, led by sponsors Reed Smoot and Willis Hawley, passed the bill, which lifted tariffs on over 20,000 products to an average 60 %. Today, President Donald Trump’s promise of a $5,000 dividend funded by tariffs echoes Smoot-Hawley’s reliance on protectionist revenue to rally Republican voters. History shows such tariff-driven incentives can trigger trade retaliation and economic contraction, warning that the proposed dividend may exacerbate fiscal strain.
