History

Historical Context

In 1937 New York City placed its first 25 “curb your dog” signs, and a 1970s campaign expanded public education on canine control. Reacting to 1,200 NYPD bite complaints, Mayor Abe Beame signed the 1975 Dog Leash Ordinance, imposing a $50 fine for off-leash dogs in parks. The recent cyclist-dog collision revives that legacy, prompting renewed enforcement by the Central Park Conservancy and city officials.
