Approximately 500,000 Israeli settlers live mainly in Area C, which comprises about 60 % of the West Bank’s territory. Liberman’s plan seeks to preserve “Israeli geographic continuity” by refusing any settlement evacuation and keeping the road network that links settlements to Israel proper.

Finance Minister Bezalel Smotrich, who heads the Settlements Administration, accused Liberman of “abandoning security responsibility” by proposing to transfer policing duties to Jordan.
