Historical Context

In 1975 Indira Gandhi declared a 21-month Emergency, during which the Election Commission deleted roughly 2.5 million names, causing a 42 percent fall in registered voters in several districts. The Supreme Court, led by Justice H.R. Khanna, later held the purge unconstitutional under Article 326. Today Justice Ujjal Bhuyan’s warnings at NALSAR echo those Emergency concerns as the Court reviews the intensive revision of electoral rolls.
