Historical Context

After the 1998 High Court ruling that forced the government to regulate yeshiva draft exemptions, Prime Minister Ehud Barak created the Tal Committee in 1999; its recommendations became the Tal Law in July 2002, covering about 41,450 students. The Supreme Court struck the law down in February 2012, prompting a series of failed reforms and the 2024-2025 protests over renewed Haredi conscription.
