History

Historical Context

The April 20 1999 Columbine High School shooting, which killed 13 students and a teacher, spurred the FBI’s Behavioral Analysis Unit to receive $1.5 million in 2000 for nationwide school threat-assessment protocols and prompted zero-tolerance security measures across U.S. campuses. Those reforms echo today as courts weigh digital-age safety cases, such as the Washington gender-identity law challenge.
