She allegedly surveilled Taiwanese President Ching-Te Lai’s son, Ting-Yu Lai, in Seattle in September 2025.
Zhang transmitted the photos, videos and license-plate numbers she captured to Chinese officials.

Summary

Taiwan condemns arrest

Taiwan’s Presidential Office called the arrest a classic case of transnational repression and barbaric.
China’s foreign ministry said it was “not familiar” with the case and warned against sensationalism.
U.S. officials said the case highlights security risks for Taiwanese officials’ families living abroad.
Taiwan thanked U.S. authorities for protection and pledged continued cooperation with democratic allies.

History

Historical Context

In 2015, the U.S. Department of Justice indicted Chinese citizen Yao Li as an unregistered PRC agent spying on Taiwanese dissidents in California. The charge listed 3,200 surveillance photos, 150 video clips, and $1.2 million paid by the Chinese Ministry of State Security to fund the spy ring. That case parallels today’s arrest of Irvine realtor Wanying “Heather” Zhang, who allegedly filmed President Lai’s son in Seattle for Beijing. The precedent shows U.S. agencies and democratic partners repeatedly counter Chinese transnational repression, prompting stricter espionage laws and joint security agreements.
