History

Historical Context

The 2015 Joint Comprehensive Plan of Action, signed in July, halted Iran’s nuclear enrichment after negotiations led by President Barack Obama and the European Union. The agreement lifted $1.7 trillion in U.S. sanctions, allowing Iran to sell roughly 5 million barrels of oil daily under IAEA monitoring. Similarly, in October 2026 Secretary of State Marco Rubio led the sixth U.S.–Greece Strategic Dialogue, urging Greek naval aid in Hormuz if Iran restarts enrichment. The parallel underscores Washington’s reliance on NATO allies like Greece to enforce maritime pressure, a strategy that could shape regional security and future non-proliferation negotiations.
