Historical Context

The Dayton Accords, signed on 21 November 1995 in Dayton, Ohio, ended the Bosnian War by creating a single state divided into the Federation of Bosnia-Herzegovina and the Serb-dominated Republika Srpska. U.S. diplomat Richard Holbrooke led the talks, while NATO deployed about 60,000 troops to enforce the peace. The deal set a precedent of using diplomatic concessions to shape post-war Balkan projects.
