History

Historical Context

In October 1998 the Republican-controlled House, joined by 31 Democrats, authorized a broad impeachment inquiry into President Bill Clinton after Ken Starr’s 1,200-page report. On December 19, 1998 the lame-duck House approved two articles—perjury (228-206) and obstruction (221-212)—making Clinton the second U.S. president impeached. The episode prompted tighter financial-disclosure rules, a precedent cited by today’s Democrats warning of new impeachment threats.
