History

Historical Context

In March 1999 NATO launched Operation Allied Force, bombing Yugoslavia to halt Serbian attacks on Kosovo. The ten-week campaign flew more than 38,000 combat missions and UN estimates put civilian deaths at about 3,000. That precedent of large-scale intervention guides today’s multilateral effort and reconstruction to protect civilians in Ukraine.
