On August 14 1935 President Franklin D. Roosevelt signed the Social Security Act, drafted by the Committee on Economic Security under Labor Secretary Frances Perkins, creating old-age, unemployment and Aid to Dependent Children benefits. The 74th Congress passed it, and benefits rose from $35 million in 1940 to $961 million by 1950, forming the first national social-insurance program that later grew into Medicare, Medicaid and broader child aid.
