History

Historical Context

In 1994 President Bill Clinton signed the Violence Against Women Act, a component of the 1994 Crime Bill that followed the 1993 UN Vienna conference declaring domestic violence a human-rights concern. The act provided $1.6 billion for police, shelter and prosecution programs, moving abuse into the public sphere. The NYPD’s 31st Precinct investigation of the 2024 Bronx balcony murder of Nathaly Ramirez reflects that legacy.
