History

Historical Context

The 1995 Sampoong Department Store collapse in Seoul, caused by illegal column reductions and other unsafe changes, killed 502 and revealed lax construction oversight during the post-Olympic building boom. Echoing that failure, Governor Davut Gül’s October 8, 2026 Maltepe tower collapse—attributed to unauthorized design alterations—has revived calls for stricter building-code enforcement in Turkey.
