History

Historical Context

The April 19 1995 Oklahoma City bombing by Timothy McVeigh and Terry Nichols killed 168 people and spurred Congress to pass the 1996 Antiterrorism Act and fund over $600 million in federal-building security upgrades. Those reforms created permanent truck-resistant barriers, a five-level risk system, and added roughly 500 FBI agents to domestic-terrorism teams. The October 8 2026 Nashville courthouse shooting invoked the same inter-agency protocols developed after Oklahoma City.
