History

Historical Context

In March 2014 Russia seized Crimea, prompting a UN General Assembly vote of 100-11-58 declaring the referendum invalid. The annexation violated the 1994 Budapest Memorandum and led NATO and the G8 to suspend cooperation with Russia. Those 2014 actions set the pattern of glide-bomb strikes in eastern Ukraine today, underscoring the need for reinforced Black Sea security coordination.
