History

Historical Context

In 1973, the U.S. Federal Aviation Administration instituted mandatory passenger screening after a surge of 160 hijackings the previous year. The new rule, prompted by the International Civil Aviation Organization’s 1963 Tokyo Convention and enforced by the FAA, reduced unauthorized runway incursions by 45 % within two years. Today, Skyler Jay Barr’s theft of a Delta tug at John Wayne Airport echoes those earlier security gaps, prompting Delta and local police to reaffirm zero-tolerance policies. The incident underscores renewed calls for tighter ground-vehicle controls, echoing the post-1973 reforms that reshaped airport security across the worldwide system.
