The Biju Janata Dal announced it would not participate in the bandh, staying neutral between the BJP-led NDA and the Congress-led opposition.
Bloc parties—Congress, CPI, CPI(M), CPI(ML) Liberation, Forward Bloc, NCP, Samajwadi Party, RJD, JMM—called the bandh.

Whip Reversal

A 12-hour bandh was observed across Odisha on Thursday, 8 October 2026, organized by parties in the INDIA bloc.
Biju Janata Dal chief whip Pramila Mallik initially backed the bandh but later questioned it, signaling internal dissent.
Police detained many INDIA bloc members and workers during the march toward the state assembly.
Essential services—including hospitals, ambulances, fire stations, pharmacies and milk supply—remained operational throughout the shutdown.

History

Historical Context

The 2 May 1998 nationwide bandh, organized by the Indian National Congress, shut highways, railways and airports and involved the Bharatiya Janata Party. The 8 Oct 2026 Odisha bandh, staged by the Congress-CPI(M) INDIA bloc and a hesitant Biju Janata Dal, mirrors that multi-party shutdown. Both occur amid the 1998 general elections held on 16, 22 and 28 February, showing how large strikes pressure state governments before elections.
