Estimated fiscal impact

Data from the Kids Count Data Center show about 270 million adult U.S. citizens in 2025; at $5,000 each, the cost would be roughly $1.3 trillion. Extending the payment to all 343 million citizens, per the U.S. Census Bureau, would raise the total to over $1.7 trillion, a $400 billion difference. Trump has cited a “record-setting $21 trillion” of recent investment to argue affordability, describing the dividend as “approximately $1 trillion.”

Prior direct-payment promises

The dividend follows earlier proposals that never materialized. In 2025, Trump backed a $5,000 “DOGE dividend” tied to projected savings from Elon Musk’s efficiency plan, which stalled when the savings did not materialize. Later that year, he announced a tariff-funded dividend of at least $2,000 per person (excluding high-income households); the administration instead issued $100 billion in tariff refunds through July.
