History

Historical Context

The September 11 2001 al-Qaeda attacks killed 2,977 people, spurring the FBI’s PENTTBOM probe, the USA PATRIOT Act, and the Department of Homeland Security. NATO invoked Article 5 for the first time, expanding global counter-terrorism measures. Today, U.S. officials invoke that post-9/11 security framework when condemning pro-Palestine vigils and influence emergency-power legislation domestically.
