History

Historical Context

The 1993 racially motivated murder of Stephen Lawrence triggered a 1998-1999 public inquiry that branded the Metropolitan Police institutionally racist. The Macpherson Report’s recommendations led to reforms, including the 2005 repeal of double jeopardy, enabling the 2012 convictions of two original suspects. In October 2026 Greater Manchester Police’s arrest of Mark Lord demonstrates those reforms guiding swift, accountable investigations.
