The Ethics in Government Act, passed in 1978 after the Watergate scandal, created the Office of Government Ethics and required public financial disclosure for federal officials. Earlier ethics legislation began in 1853, and reforms continued through the 1989 Ethics Reform Act. That framework now underpins the 2026 Georgia Senate race, where an ethics probe targets Rep. Mike Collins’s staff.
